Used to submit HTML AD to the sanitization social oracle for publication. Takes a well-formed URI of an immutable whitelisted source like IPFS. Otherwise, the validation will fail.
Sanitization includes blocking iFrames, programmatic CSS, blink tags, Javascript, includes other than CSS, and so on.
